摘要
项目工程质量直接影响风电场后期运维成本投入的高低,进而影响项目财务内部收益率(financial internal retum rate,FIRR),因此是风电场并购操作中不可忽略的技术问题。分析了风电场工程质量评估的技术特点,并将风电场质量指标分为3个层次9大类。建立了灰色层次分析法量化评价模型。以某风电场为例,采用灰色层次分析法对项目的工程建设质量进行了量化评价,实例计算结果表明了本文方法的可行性。
Project engineering quality directly affects the operation and maintenance (O&M) cost of a wind farm, then affects internal financial rate return (FIRR) of the project. The technical characteristics of the engineering quality assessment of wind l%rm are analyzed, and the quality indicators of the wind farm are divided into 9 aspects of 3 levels. The Grey Analytic Hierarchy Process method is established for quantitative evaluation. Taking a wind farm as an example, the Grey Analytic Hierarchy Process method is used to evaluate the quality of the project. The results show the feasibility of this method.
