摘要
《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》明确提出了创新、协调、绿色、开放、共享的发展理念。这五大发展理念创造性地坚持了科学发展观。其中,"坚持"是体现前者对后者的继承和贯彻,"创造"则表示前者对后者的丰富和发展。五大发展理念和科学发展观在不同层面的实践中相辅相成地发挥着指导作用。
The Fifth Plenary Session of the 18 th CPC Central Committee approved The Recommendations for China＇s 13 th Five-Year Plan（ 2016- 2020） on National Economic and Social Development,which clearly put forward five development ideas relating to innovation and coordination and green and open development with a fair sharing of economic benefits. Five development ideas creatively adhere to the scientific concept of development. In this meaning, ＂ adhere to＂ is the former carrying-on and implementing the latter,while ＂ creatively＂ is the former enriching and developing the latter. Five development ideas and the scientific concept of development are at the different levels of practice and complementing each other to play a guiding role.
