摘要
人才问题不是简单的集聚问题。从人力资源开发的效率来看,人力资源受区域多因素的影响。以江苏省泰州医药高新区为例,区域经济社会的发展依靠优化人才结构,发挥人才整体效应。要从人才系统的要求出发,注意人才需要差异化分布,注重人才环境的整体打造,注重人才互动机制建设,发挥人才集聚、人才发展、人才能力共振放大新优势。
Introducing talents is not simply agglomeration.Viewed from the perspective of human resource development,it involves many factors.Taking Taizhou Medicine High-tech Zone in Jiangsu province as an example,the regional economic and social development depend on the optimization of talent structure.To give full play to the overall talent effect,it is necessary to pay attention to different demands of talent,to create an overall favorable environment,and to develop effective policies that will facilitate talent agglomeration and talent development.
