摘要
基于世界高等教育质量保障的发展经验,后大众化阶段高等教育质量保障的实施主体、目标、手段以及评价标准将呈现出不同于大众化阶段高等教育质量保障的特点。在后大众化阶段,政府在高等教育质量保障中的角色、社会各界对质量保障的关注点、质量保障文化的理念以及质量保障的范畴等呈现新的发展态势。因此,对已逐步进入后大众化阶段的中国高等教育质量保障体制建设来说,应积极树立以学习者为中心的质量保障理念;营造以质量文化为灵魂、以保障制度为载体的质量保障氛围;设计具有全球视野、国际普遍认同的质量保障框架。
Based on the experience of higher education quality assurance in the world, the implementation subject, targets, methods and evaluation standards of higher education quality assurance in the post-massification stage would show different characteristics from the massification stage. Meanwhile, the role of the government, the concerns of all sectors of society, the concept of quality culture and quality assurance category would also present the new development tendency in the post -massification stage. Therefore,it should take active measures to establish the quality assurance concept with learners--orientation; to build the quality assurance system with quality assurance culture as its soul, and with regulations its carrier; to design the international universal identity quality assurance framework with a global perspective.
