摘要
河北省休闲农业的发展,呈现出规模扩张快,效益初显现;优势未用足,劣势需借力;政府忙推动,企业需给力三个现状特征,存在着政府总体发展规划与产业自发发展的不协调;盲目上项目与特色不明、农味不浓、精品不多;经济效益低、正外部性强、缺少补偿机制三大突出问题。为此,河北省应抓住机遇,采取规划先行,企业对接,协调前行;用足优势,借力补短,打造精品;平衡利益,保障发展,构建生态补偿机制的对策,促进全省休闲农业的可持续发展。
Leisure agriculture in Hebei Province shows three situation characteristics after three stages of development：preliminary,fast and standardized,in which scale expansion is fast and benefit is just starting to show;advantages have not been fully utilized and the disadvantages need to take advantages from others; government is busy in promoting and the enterprises need to keep up with tightly. Three prominent problems are existed which are the incoordination between the government＇s overall development plan and the spontaneous development of the industry; the blind on the project and characteristics is not clear, agricultural flavor is not strong and the high-quality products is not enough; yet there is low economic benefit,strong positive externalities and lack of compensation mechanism. Hence,the opportunity should be seized and countermeasures should be taken to promote the sustainable development of leisure agriculture in Hebei Province, for instance, proceeding coordinately through planning first and enterprises docking;giving full play to the advantages,sharing for short and creating high-quality products; balancing interests, safeguarding development and constructing the ecological compensation mechanism.
