摘要
基于政府能源监管角度,综合分析了目前新能源开发和节能减排面临的问题。构建了以安全可靠、供需平衡、节能减排和经济高效为关键指标的评价指标体系,采用模糊层次分析和综合权重方法对比分析了各级指标权重及其对评估结果的影响,可以实现对区域电网新能源发展综合能效进行评估。对我国西部某省进行的实证分析表明,目前新能源开发建设在低压配电等环节存在不足,对提高节能减排综合能效有一定的不利影响,针对分析结果给出了相关的政策建议。
Based on energy regulatory anthority information,real situation and existing problem of new energy development,energy conservation and reduction of carbon dioxide emission are analyzed. A rational evoluation index system concerning main information of energy regulatory,order of safty,balance of production and consumption,energy saving and carbon emission reduction,economy is constructed. The combination of analytic hierarchy process and comprehensive weighted average method is used to analyze the weight of the index at various levels and the effect of evaluation results so as to achieve the comprehensive energy effective evaluation of new energy development of regional power grid. A posotive analysis of some province in west china indicates that there exist some deficiencies in low-voltage power distribution links of the present-day new energy development and construction,being likely to have some unfavorable effect on the improvement of comprehensive effectiveness of energy saving and emission reduction.With an aim to analysis results,this paper presents some suggestions concerning relevant policies.
