摘要
风电高渗透率下的电力系统运营商要求风电场提供一次调频服务,风电机组通过变桨控制可以提供一定的调频备用,但风电场长期降额运行降低了经济效益。本文提出储能参与风电场一次调频,将风电机组变桨控制与储能控制相结合,使风电场具备类似于传统电源的一次调频能力。提出了基于机会约束规划的储能容量优化方法,建立以风储系统运行成本最小为目标,以满足一次调频需求为约束的优化模型,采用置信水平实现风储系统在调频可信度和运行成本之间的折中。分析了典型参数对储能配置容量的影响。研究结果表明,所提出的方法降低了储能的配置容量,提高了储能参与风电一次调频的经济性。
The technical requirements of wind plant primary frequency regulation will be drafted by operators of power system with high penetration level. The pitch control of wind turbine can provide certain reserve capacity for primary frequency regulation,which reduces the economic benefit of wind farm operation. This paper presented a solution to fulfil the performance requirements of wind plant primary frequency regulation similar to a traditional power plant,which combines the pitch control of wind turbines and energy storage. The energy storage capacity optimal method based on Chance Constrained Programming( CCP) is proposed,and the optimal model is established with the aim that the operating cost of Wind-Storage Combined System( WSCS) is the minimum and the constraint is that the WSCS should meet the requirement of power system primary frequency regulation. The confidence level is used to meet the compromise between the reliability and the cost,and the dominant parameters are also analyzed.The results indicate that the proposed method reduces storage capacity and improves economics of energy storage system participating to wind plant primary frequency regulation.
