摘要
面对国际学业评价不理想的成绩,英格兰教育部自2013年开始了新一轮中小学国家课程和学业评价改革。英格兰新国家课程抉择了核心学术性知识的课程设计取向,强调学校外部评估,从高设定学业标准、从严评分,以重建教育信誉以及提升国际竞争力。其政策研制体现了过程公开、责任明确、操作规范、文件系统、内涵专业的特点;政策实施则显露了英格兰教育在国家意志与专业主义、精英主义和大众主义、维持社会福利和激发社会活力之间存在的诸多矛盾和冲突。
The English Department of Education announced the policies of new prima- ry and secondary national curriculum and academic assessment. The new policies select es- sential knowledge as the orientation of new national curriculum, strengthen school external accountability, and improve the standards of qualification exam system and the rigorousness of marking, all of which are to rebuild the credibility and glory of English basic education and to compete with the world~ s best education system. In the respect of the policy-making procedure, England' s government embodies a range of good characteristics: transparency in process, clear-determined responsibility, operational specification, formal democracy, systematic and professional documentary. From the perspective of policy implementation, there are various contradictions between the national will and professionalism, elitism and populism, social welfare and vigor.
