摘要
新型城镇化的快速推进提出了土地的有效供给问题。目前国内对土地一级市场的研究不足,对城市土地供应行为的外部环境差异考虑不够,影响土地供应效率评价。以三阶段DEA模型对影响我国35个大中城市土地供应效率的环境因素进行研究,得到剔除环境因素和随机误差影响后的各城市土地供应效率值,从而更准确地测度城市的土地供应效率。结果显示:环境因素对我国城市土地供应效率影响较大,其中产业结构有利于土地供应效率的改善,而经济环境和人口规模对城市土地供应效率的改善起到抑制作用;在不考虑环境因素和随机误差的影响时,纯技术无效率是引起我国城市土地供应效率低下的主要原因;在剔除外界环境因素和随机误差的影响后,规模无效率是引起土地供应效率低下的主要原因。
The three- stage DEA model is used to study the environmental factors which have influence on the urban land supply efficiency of 35 big cities in our country. We derive the exact efficiency to make a better evaluation of the urban land supply efficiency of each city after striping the environmental factors and statistical noise. The results show that： Environmental factors have a great influence on China’s urban land supply efficiency,in which industrial structure is conducive to the improvement of the urban land supply efficiency,but the economic environment and the population size inhibit the urban land supply efficiency; The pure technical inefficiency is the main factor which leads to the low land supply efficiency when not consider the environmental factors and the statistical noise; Scale inefficiency is the main factor which leads to the low land supply efficiency after striping the environmental factors and statistical noise.
