摘要
京津冀地缘相接，拥有着共同的生态环境，区域内每一个地区的生态环境都与其经济社会发展息息相关，生态环境的恶化势必会为经济发展带来负面的影响。为达到改善生态环境的目的，必须开展跨区域横向生态补偿以及生态项目合作。本文通过引入生态足迹的概念及其分析方法，在京津冀地区均衡因子和产量因子核算的基础上，计算了各省市2004～2013年的生态足迹和生态承受力，设计了一套适合京津冀发展的横向生态补偿核算体系，并构建京津冀横向生态补偿新机制。
Beijing - Tianjin - Hebei adjacent geographical position, having a common ecological environment. Each region＇s eco- logical environment is closely related to its economic and social development. The deterioration of ecological environment is bound to a neg- ative impact on economic development. In order to reach the goal of improving ecological environment, we must carry out horizontal eco- logical compensation, and across the region for ecological project cooperation. Based on the analyses of ecological footprint method, ac- counting balance factor and production factors, this paper calcuates the ecological footprint and ecological tolerances during 2004 - 2013 of Beijing - Tianjin - Hebei. We design a set of horizontal ecological compensation system and build horizontal ecological compensation mech- anism, which suitable for the development of Beijing- Tianjin- Hebei.
