摘要
对于具有多项评标指标的工程来说,建立一套高效实用的评标方法至关重要,其有利于业主方做出更好的决策。为此构建了工程评标指标体系,采用德尔菲法和AHP法确定各项指标权重,并将面积法引入模糊综合评价中,用面积比确定不同投标人与拟最优投标人的偏离度。将定性与定量分析相结合,采用数据与图形进行评价,使整个工程评标体系更加清晰,有利于业主方从不同的投标人中挑选出理想的承包商。
It is vital to set up an effective and practical bidding evaluation method for projects with lots of bidding indexes. This can help the owner to make better decisions. The index system of project bidding evaluation is rebuilt, and Delphi method and AHP method are adopted to determine the weight of each index. The area method is introduced to make fuzzy comprehensive evaluation, in which the area ratio is used to represent the deviation degree between each bidder and the fictitious optimal bidder. This paper combines qualitative analysis with quantitative analysis, and also combines data with graphs, which makes the project bidding evaluation system more clear to help the owner choose the desired contractor from different bidders.
