摘要
契约管理是国际高等教育渐兴的一种治理模式,文本选取西方发达国家与我国管理体制最为接近的法国进行专题研究。首先回顾了法国高等教育契约管理的形成过程,阐述了契约管理各主体之间的关系及其实施过程、效果及面临的挑战。其次,梳理了契约管理兴起的原因,分别为高教财政能力不足、新公共管理理论产生、大学自治传统和专门行政合同法法律基础等。最后,分析了我国高等教育引入契约管理的有利因素和不利因素。
Agreement management is a governance model rising gradually in international higher education.
