摘要
构建教育质量第三方评价体系是推进高职教育现代治理的重要内容,也是实现治理能力现代化的重要途径。从现代治理视域看,高职教育质量第三方评价体系建设主要包括评价机构、评价标准、评价实施、评价管理与评价结果利用等方面,具有专业权威性、独立性和非营利性特征。要通过明确高职教育现代治理体系下政府管理责任,以多元化思路、市场化道路建设高职教育质量评价第三方机构,强化机构自身建设,以权威的专业评价工作促进第三方评价科学发展,建立健全第三方评价成果发布与利用机制及多方合作机制,推动高职教育质量第三方评价体系建设。
Third party quality evaluation system is part of modern governance for higher vocational education and road to promote the modern governing competence. The construction of the third party quality evaluation includes institutions, standards and results adoption, and it characterize authoritative, independent and non-profit.In the process of constructing the third party quality evaluation, we should clear and definite the government responsibility and construct the third party quality evaluation institution in the diversifying and market oriented ways, and professional and authoritative evaluation work, evaluation result release and adoption mechanism,multi-party cooperation may enhance the third party quality evaluation system together.
