摘要
近年来我国公路基础设施已经基本建成,我国公路将由建设为主,转为建设与养护并举,并逐步以养护为主。巨额的养护费用与养护投入的矛盾越来越突出,大部分养护管理部门依然采用传统的、经验的养护管理模式,已无法满足公路养护管理的需求。分析了对公路进行养护规划的必要性后,以资产管理的管理理念为指导,研究确定了在一定规划期内对公路进行养护规划的制定方法,为公路养护管理部门进行养护管理提供了科学的指导。并将该方法应用于河北省某高速公路的20 a的养护规划中。
Recently, highway infrastructure has been finished basically in China. The highway affair is on the way from being mainly with construction to focus on both construction and maintenance and gradually giving priority to maintenance. The contradiction between the huge maintenance cost and investment is becoming increasingly evident. The most maintenance administrative departments are also using the traditional and empirical management modes which cannot meet the need of highway maintenance in China. The article analyzes the necessity of highway maintenance planning, and studies and defines a formulation method of highway maintenance planning within a certain planning period by using the idea of asset management. This method provides the scientific guidance of the highway maintenance for highway maintenance administrative departments. This method has been used in 20-year maintenance planning of an expressway in Hebei Province.
