摘要
人口老龄化背景下,我国老年服务专业人才极为缺乏,培养老年社会工作专业人才迫在眉睫。基于国外养老人才专业化和职业化的有益经验,我国老年社工人才培养应定位于一线服务、技术督导、项目与机构管理、政策研究与倡导等方向。老年社会工作人才培养,应在本科教育不同阶段推行"通才"与"专才"并重之路。为应对老年服务人才专业化、职业化滞后以及流失率高等问题,教育、民政、人力资源与社会保障等相关部门以及行业协会等组织应采取多方联动措施,实现校内外联合培养、在职多元化培训、开发老年社会工作岗位,并从待遇、晋升、社会地位等层面给予老年社会工作人才以优待,方能促成更多优秀社会工作人才参与老年服务,缓解社会供需矛盾。
With the increase of aging population,the elderly service professionals in China are in extremely short supply,and it is urgent to cultivate the social work professionals in the elderly care service. Based on the experience of the specialization and professionalization in foreign countries,the researchers believe that the training objective of elderly social workers in China should be set at the fields of first line service,technical supervision,project and organization management,policy research and advocacy,and so on. Elderly social work personnel training path should combine "liberal education"and "expertise training"in different stages of undergraduate education. In order to cope with the shortcomings of the aged service personnel,such as the lag of specialization and professionalization of the occupation and the high rate of drainage,education departments,human resources departments,civil affairs departments should coordinate with each other to provide joint training,in-service training,develop more vacancies in old age social work,and give preferential treatment to the elderly social workers in the salary level,promotion,social status and other aspects,in order to promote more outstanding talents to participate in social work for the elderly services,and respond to the needs of society.
