摘要
国家行为体中有组织体与文明体这两个维度。组织体这个维度,由于近百年来中国受到西方影响与国际秩序参与等原因,从而逐渐接受。但在中国人的内心深处,扮演关键角色的却是文明体这一维度下的一系列事务。两岸同胞属于同一文明体,有着共同而且独特的面对与处理问题的态度及方法,这也是两岸关系问题得以通过加强文明体这个维度方面的工作来解决的主要原因。中国不能仅在西方人构建的国际政治形态与法律规定中思考两岸关系发展的可能性;美国长期以来就是充分利用了两岸之间在组织体框架下的困境,争取美国利益在其中的最大化。未来的两岸关系发展,应当在确认一个中国基本政策绝不动摇的组织体底线的前提下,从文明体这个维度促使两岸人民的关系日益紧密,为组织体的统一创造良好的条件。
The state actor has two dimensions. One is the organization entity and the other is the civilization entity. The dimension of organization entity was introduced to China as a result of the 100- year influences of Western powers and pressures to abide by international standards which China has gradually accepted. But in the Chinese subconscious, the series of events that occurred under the dimension of civilization entity played a key role. The cross-strait people belong to the same civilization entity and both sides have common and special methods and attitudes when dealing with related prob- lems. This is also the main reason why issues concerning the cross-strait relationship should be solved under the dimension of civilization entity. China cannot consider any possibilities of the cross-strait development only following the international political standards and regulations established by the Western powers. The U.S. has long been using the cross-strait predicament under the framework of organization entity to maximize its interests. We should stick to the One-China policy in the develop- ment of the future cross-strait relationships, and from the dimension of civilization entity promote a closer relationship between the cross-strait people and create better conditions for the integration of the organization entity.
