摘要
文章对供给侧改革的提出背景以及含义进行梳理,结合出版产业自身产业特点,提出目前出版产业供给侧改革存在的问题:产能过剩,产品过剩;供给跟不上需求,供需不匹配;生产要素配置不合理,运行效率较低;消费能力制约出版能力,产业结构不合理。在此基础上,提出出版产业供给侧改革的几点建议:保持平衡,供给侧改革不能孤立需求侧;明确定位,出版产业为主导,政府为引导;改造供给体系,提高出版产业全要素生产率,实现供需匹配;注重融投资体系建设,为出版产业创新提供资金动力。
The article analyses the background and meaning of supply side reform. Combing with the characteristics of publishing industry, it puts forward the problems existing in the supply side reform of publishing industry： excess production capacity, surplus products; supply lags behind demand, mismatch between supply and demand; unreason and low efficiency of production elements configuration; spending power restricts publishing capacity, unreasonable industry structure. On the basis, the article puts forward some advices： maintaining a balance, demand side could not be isolated by the supply side reform; making a clear positioning, publishing industry is the leading factor, the government is the guidance position; transforming the supply system, improving the total factors productivity in the publishing industry, matching the supply and the demand; paying attention to the financial investment system, funding for the publishing industry innovation.
