摘要
2014年上海明确提出土地集约利用的"五量调控"政策,总量锁定、减量发展成了上海城市发展的新常态。城市更新作为新常态下探索城市发展的重要途径,被各界再次高度关注。从产权交易与城市更新的关系切入,分析了资源稀缺性的产权解释,以及如何克服资源稀缺引发的市场失灵。通过分析上海近些年来完成的一些项目实践入手,重点探讨了空间更新、土地利用等城市更新要点与产权租赁、产权拆分等交易形式的关联匹配,提出了产权交易影响下的城市更新策略。从明确权责、区域平衡、响应式介入、分层次更新、灵活开发等方面加以聚焦,通过以小见大、以点带面的汇总概述,期望对上海未来城市更新工作能够在充分挖掘潜在稀缺资源和全要素生产力,为倒逼城市发展有序转型等,起到一定参考和补充作用。
Shanghai clearly presented the policy of ‘Five Volumes Controlling'in intensive land use in 2014. Since then, the guidelines of locking the total and controlling the development have become the new normal. As an important way to explore urban development under the new normal, urban renewal is highly concerned by the society again. From the relationship of the property rights trading and urban renewal, this paper analyzes the property rights explanation of the resources scarcity and the market failure caused by the resources scarcity. By studying a number of projects in Shanghai in recent years, the paper focuses on the match relevance between urban renewal points and transaction forms, proposing urban renewal strategies under the influence of property transaction, such as clearly defining the rights and responsibilities, regional balance, responsive intervention, hierarchical updates, and flexible development,so as to make references for the urban renewal of Shanghai.
