摘要
目的调查了解河北省医疗卫生监督执法人员的构成、工作及执法环境等现状,发现问题及影响因素,为探讨卫生监督新常态下强化推进医疗卫生监督队伍发展提供参考依据。方法设计调查问卷,对河北省各级卫生监督机构中从事医疗卫生监督的人员进行调查,获取数量、学历、专业构成、培训、执法满意度等相关信息,调查资料采用Epi Data3.1录入和校对。对于计数资料以率和构成比进行统计描述,采用χ2检验。采用统计分析软件为SPSS13.0,检测为双侧,置信水准为a=0.05。结果共调查医疗卫生监督员1 084名,男女比例为2.4∶1,年龄以31~40岁最多,占37.1%。省、市、县不同级别医疗卫生监督员的学历、专业、职称工资收入分布不同;不同年龄、职称监督员对监督员身份的认知不同;不同年龄对从事医疗卫生监督工作的认识不同,差异有统计学意义(P〈0.05)。结论医疗卫生监督员的数量、专业等结构分布参差不齐;待遇低;影响执法因素复杂等。应通过明确卫生监督员的身份和定位,改善工作待遇,重视综合能力的培养,加大公共卫生投入,增加机构编制等,建立有力的医疗卫生监督执法队伍,为卫生监督事业建设发展创造良好条件。
Objective Through the investigation about personnel composition,working condition and law enforcement environment in Hebei province to find out problems and influencing factors in order to provide reference basis for promoting the development of medical health supervision staff.Methods The questionnaire was designed to investigate the information about educational background,professional structure,training situation,the degree of satisfaction of law enforcement in medical health supervisors of Hebei province.The investigation data were input into Epidata3.1 software by means of double typing and check.The rate or proportion was used to describe the qualitative data.The chi-square test was used to compare the difference for the rate or proportion between different groups.The SPSS13.0 software was used to analyze the data.The confidence level"a"was defined as 0.05,and all the hypotheses were two-sided.Results A total of 1084 medical health supervisors were investigated,with the ratio of male vs female being 2.4∶ 1,whose age range was mainly from 31 years to 40 years( 37.1%).There were significant differences in educational levels,specialty,professional titles and wage earnings among these supervisors at provincial,municipal and county levels,moreover,the degree of self-recognition of professional title supervisors was different among different age groups and different professional title groups,besides,the supervisors at different age groups had significantly different views on the medical health supervision works( P〈0.05).Conclusion The distribution of personnel number and specialty of medical health supervisors is quite irregular,whose salary is relatively lower and the influencing factors on law enforcement are complicated.Thus it is need to identify their status and position,to improve working treatment,to increase investment and personnel recruitment for public health institution,to emphasize cultivation of comprehensive ability of the supervisors,to establish powerful health supervision and law enforcement team in order to create fine condition for the construction and development of health supervision enterprise.
