所在单位统一要求参加企业补充医疗保险、企业补充医疗保险缴费和报销等组织实施方式灵活且可以根据自身需要选择、参加企业补充医疗保险可享有适当优惠的医疗服务价格、基本医疗保险未覆盖的医药卫生服务所发生的费用按照参加补充医疗保险的合同约定报销。这四个因素对企业补充医疗保险参保有正向显著影响。重视用人单位在推动企业补充医疗保险参保过程中的积极作用、增加企业补充医疗保险运营方式的灵活性、提供同质价廉的医疗服务、把企业补充医疗保险基金主要用于报销基本医疗保险未覆盖的医药费用,这有助于提高企业补充医疗保险的参保率。
The four approaches, i.e., employers requiring employees to participate in Enterprise Supplementary Medical Insurance(ESMI) uniformly, the operation of ESMI such as contribution and reimbursement being fl exible and freely chosen, the cost of medical service for the insured of ESMI being relatively discounted, and the medical expenditures not paid by the basic medical insurance but reimbursed by ESMI according to contract, have positive and significant effects on the participating of ESMI. Valuing the role of employers in promoting employees participating in ESMI, increasing the flexibility in running ESMI, providing medical service with the same quality but cheaper price, using ESMI fund mainly to pay the medical cost not paid by the basic medical insurance, have all made contributions to increase the participating of ESMI.
