摘要
选用林业统计年鉴中2003—2014年31个省份的林业有害生物发生面积、防治面积和投入资金3个指标,利用似不相关回归模型、聚类回归模型及Stata 13.0软件,建立动态互动关系的指标评价体系,依据熵权法测算结果得出我国林业有害生物总体防治效率,提出提高林业有害生物防治工作效率,增加林业有害生物防治资金的投入量及使用效率等建议,为推进林业有害生物防治工作目标管理考核、实行灾害损失责任追究制度提供实证基础。
Three indicators,ie forest pest occurrence area,control area and the input funds,of 31 provinces from 2003 to 2014 were selected from Forestry Statistical Yearbook.The dynamic interaction index evaluation system was set up with seemingly unrelated regression model,clustering regression model and Stata 13.0 software.Total forest pest control efficiency in China was determined according to the computing result of entropy method.Suggestions such as improving the forest pest control efficiency,increasing the service efficiency and input amount of forest pest control input funds were put forward.It will provide empirical basis for the target management evaluation of forest pest control work and accountability system.
