摘要
农业现代化是提高农业综合生产水平的必由之径,是优化升级经济结构的必然选择,也是抵御经济风险,化解过剩产能的可借鉴思路。我国农业基础薄弱,三农问题始终是制约我国经济社会转型的软肋所在,必须利用科技革新、政策优化和制度完善的有利时机,拥抱"互联网+"这一新兴潮流,从市场主体培育、粮食价格调控、耕地数量质量监控和农业内分体系和谐完善等角度努力提升。"互联网+"现代农业的本质是实现农业的在线化和数据化,通过将农业生产经营的主体、对象和过程与以互联网为代表的现代信息技术融合,形成"活的"数据资源,指导市场、资本、人才等要素在农业各行业内充分灵活配置,实现农业生产智能化、经营网络化、管理灵活透明和服务便捷高效。
Agricultural modernization is the only way to improve the level of agricultural comprehensive production, the inevitable choice to optimize and upgrade the economic structure, and an approach worth studying for resisting economic risks and resolving the problem of excess capacity. As the agricultural foundation is weak, the problems related to agriculture, the rural areas and the farmers have always been the weak link restricting China＇s economic and social transformation; we must use the technological innovation, policy optimization and institutional progress, embrace tile emerging ＂Internet plus＂ trend, and improve agriculture in tile areas of cultivation of market participants, grain price regulation, monitoring of the quantity and quality of cultivated land, and refinement of the agricultural classification system. The ＂Internet plus＂ modern agriculture means to use the online resources and data in agriculture; create ＂live＂ data resources by integrating the participants, objects and process of agricultural production and operation and the modern information technology such as the Internet; guide the full and flexible allocation of resources in agriculture, including market, capital and talent, so as to achieve intelligent agricultural production, network-based operation, flexible and transparent management, and convenient and efficient services.
