中国地下储气库主要进展、存在问题及对策建议 被引量:19

Major Progress in China′s Underground Gas Storage Construction,Obstacles and Countermeasures

摘要 经过十几年的建设和运营管理,中国地下储气库取得了可喜进展。国家财政、中国石油和中国石化积极投资,力促储气库建设;专业化科研队伍快速成长,掌握了一系列储气库建设核心技术,并制定了多项储气库标准;政府也出台相关政策措施,引导推进储气库运营市场化进程。但同时也面临不少问题:建库地质条件愈发复杂,建库难度较大;储气库运营规模较小,无法满足调峰需求;中国石油和中国石化在地下储气库建设、运营管理中形成垄断,投资主体单一,制约了储气库市场竞争机制的形成;储气调峰定价机制尚未形成,成本回收和效益体现困难;相关政策措施缺乏可执行性规定,监管力度不够。建议加大各类储气库建库技术研发力度,多途径加快推进储气库建设,提前培育储气库市场化独立运营环境,制定可执行性支持政策文件并完善监管体系。 After more than 10 years of construction and operation,China has achieved encouraging progress in underground gas storage development.National finance,Petro China and Sinopec have all aggressively invested in gas storage construction.Dedicated research teams have been growing rapidly,a series of core gas storage technologies have been developed and multiple gas storage standards have been established.The government has enacted related policies to guide the development of a market-style gas storage market.The country ′ s effort to develop underground gas storage is also facing a slew of challenges :Geological conditions for storage construction are increasingly complicated,adding to the difficulty of construction;the sizes of gas storage facilities are generally small and thus unable to meet the demand for peak shaving;underground gas storage construction and operation are monopolized by Petro China and Sinopec,constraining competition in the gas storage market;no peak-shaving pricing mechanism has been in place,making cost recovery and reflection of economic benefits difficult;and no regulations on enforceability of relevant policies are in place and further reg-ulatory effort is needed.The article suggests stepping up the effort to research and develop various types of gas storage construction technologies,adopting a multi-pronged approach to quicken construction of gas storage,cultivating an independent environment for the operation of gas storage driven by market forces,working out enforceable policy incentive documents and improving the regulatory system.
