摘要
伴随中国向全球大国成长的"烦恼"之一是中外之间相互理解上的不平等、非对称。从根本上讲,这是由于文化观念的差异所造成的。同时,也与中国自身的文化现代化水平和文化外交能力相对滞后有关。无论是参与未来国际经济和政治秩序变革,还是全面实现民族复兴的历史使命,都要求中国将外部压力转化为内生动力,从思想创新、体制改革、能力建设、产业扶持和人才培养等诸多方面补齐文化外交的"短板"。就未来中美关系而言,如果中国不能及时地改进文化影响力,不能创设与经济赶超战略等量齐观的对外文化战略及精良的运行机制,那么无论合作愿望多么强烈,也难以使美国确信"合作"将是构建中美新型大国关系的唯一价值取向。本文从历史唯物主义观点出发,对当代文化外交的内在机理和发展规律加以总结,对中国文化外交存在的"短板"做出剖析,力图推动建立一个跨层次的研究框架用以解释文化外交,丰富文化外交理论,推进中国与世界文化融合,保障对外战略的平稳、可持续实施。
Along with its growing into a global power,one of the challenges China encounters is the unequal and asymmetric perception with its external partners,which in essence,is due to the differences in cultural conception between China and the world.However,it is also related to the underdeveloped cultural capabilities in its domestic institutions,innovation,product competitiveness,talents training,etc.that hinder China's compatible cultural outreach of its diplomacy.Such shortcomings have to be overcome so as to meet the nation's long-term interest in taking part in the reshaping of the world's economic and political order and accomplish its destined mission of historical revival.Beijing may not be able to convince Washington that the collaborative relationship is the desired type of the future Sino-U.S.relationship until China is able to improve its cultural influence,set up its broad and effective external cultural strategy,and precise and functional mechanism.By streamlining the internal mechanism and rules of developing cultural diplomacy in the world from the perspective of historical materialism,this paper discusses the ways to promote the development of Chinese culture and diplomacy,both for the pragmatic purpose of helping facilitate its on-going strategic schemes and for working out a multi-level analytical framework of cultural diplomatic theory to enrich future study in this field.
