摘要
基于农业循环经济的"4R"原则,构造区域农业循环经济评价体系,包括了社会发展、资源减量、循环利用和环境安全4个方面共18个具体指标。采用层次分析法和障碍度因素分析,利用湖南省2003—2013年的统计数据进行了农业循环经济发展的综合评价。结果表明,2003—2013年,湖南省农业循环经济经历了由缓慢到提速阶段,整体水平不断提高。最后,针对障碍度阻碍因素提出了促进湖南省农业循环经济发展的对策与建议。
As an important part of the "two-oriented society", the smooth development of agricultural circular economy is critical to our socialist modernization. In this paper, we built an evaluation system for regional agricultural circular economy based on the "4R" principles, which includes a total of 18 specific indicators covering 4 different aspects: social development, resource reduction, recycling and environmental safety. Then, with the evaluation system, we analyzed the statistical data of Hunan agricultural economy during 2003 to 2013 by using analytic hierarchy process (AHP) and obstacle factor analysis. From the results, we found that Hunan agricultural circular economy has experienced from slow development to accelerating stage, and the overall development has been improving along the way. Finally, we proposed some countermeasures and suggestions for Hunan agricultural circular economy development based on the obstacle factor analysis results.
