摘要
基于2000-2010年中国健康与营养调查(CHNS)数据,本文对中国劳动者过度劳动的变动趋势及其影响因素进行了分析。研究结果表明,2000-2010年间,中国劳动者过度劳动表现出不断上升的趋势;男性、低技能和私营企业劳动者过度劳动的概率较高。因此,政府一方面从劳动者角度,应通过正规教育和职业培训提高低技能劳动者的知识和技能水平,提高其劳动生产率;另一方面从企业角度,应监督企业对劳动法规中关于劳动时间及加班报酬方面规定的执行,并对私营企业等劳动者过度劳动严重的部门进行重点监管。这些措施将有助于抑制中国劳动者过度劳动的日益加剧。
Based on China Health and Nutrition Survey (CHNS) data from 2000 to 2010, this paper analyzes the trend of Chinese workers' overwork and its influencing factors. The results show that the overwork of Chinese workers showed a rising trend between 2000 and 2010 and female and lowskilled workers as well as employees of private enterprises have higher overtime. Therefore, from the perspective of workers, and skills of low-skilled workers by means of formal increase their labor productivity. From the angle of probability of working the government should enhance the knowledge education and vocational training which can enterprises, government should supervise the enterprises to enforce the rules about working hours and other regulations in the labor law, and focus on private enterprises and other departments which have more serious overwork problems. These measures will help to restrain the aggravation of Chinese workers' overwork.
