摘要
从理论上分析了产品收益分成、一次付款外包、分期付款外包、研发团队入驻企业、复合方式五种分配契约对协同创新效率的影响差异。发现分期付款外包契约却是目前集群企业产学研协同创新实施最多、最为有效的一种契约形式。因此,对于政府来说,短期应该通过设置"递减式"引导基金配合分期付款的固定报酬支付契约实现对协同创新的充分激励,长期则应积极创造条件推动收益分成剩余分配契约模式的推广,最大限度地激发社会创新活力。
In theory this paper analyzes the different effect on the efficiency of collaborative innovation of five kinds distribution contracts: the product revenue sharing, the R&D outsourcing by one-time payment, the R&D outsourcing by installment, R&D team settled in the enterprise and the comprehensive way. We have found that the R&D outsourcing by installment is the most widely applied and the most effective contract form of the cluster enterprise-University(Institute) collaborative innovation. Therefore, for the government, in the short term it should set up the decreasing guide fund cooperating with the installment payment of the fixed payment contract to realize the full incentive of cooperative innovation; and in the long term, to maximize the stimulation of the vitality of social innovation, it should actively create conditions to promote the extension of the revenue sharing mode of the surplus distribution contract.
