摘要
[目的 /意义]为从整体上评价科研人员研究成果水平,借鉴期刊评价的首次被引速度指数构建科研人员首次被引速度指数,期望能克服借鉴算法中区分灵敏度小、排除h指数后文献价值和不能反映文献被引速度分布情况等缺陷。[方法 /过程]在分析期刊评价首次被引速度指数存在问题的基础上,结合科研人员评价的基本要求和数据限制,采用能够体现科研人员成果文献被引速度分布的加权平均数替代h指数,并考虑未被引文献对首次被引速度的影响,构建科研人员首次被引速度指数的改进算法。以我国图书情报与文献学领域12名科研人员为研究对象进行实证研究。[结果 /结论]结果表明,以新计算方法所得的科研人员首次被引速度指数相较于直接引用期刊评价的首次被引速度指数不仅具有较好的区分度,而且在精确性方面表现更优。
[ Purpose/significance] This Paper design a first-citation-speed-index to evaluate researchs' scientific research level from the whole by referring to the first-citation-speed-index designed for journal evaluation, to overcome some defects in the reference algorithm, such as its sensitivity distinguish is small, the value excluding out of h-index core liter- atures cannot reflect the cited speed distribution of literature sets. E Method/process ] Based on analyzing the existing problems of the first-citation-speed-index designed for journal evaluation and combined with the basic requirement for the evaluation of researchers and data limitation, this paper designs an improved algorithm for researchers'first-citation-speed -index in which the parameter h-index is replaced by weighted average which can reflect the cited speed distribution of lit- erature sets and the non-cited literatures' influenee on first citation speed are taken into account. Then an empirical test is given, by taking 12 researchers from library and information science for research objects. [Result/conclusion]The re- sults show that researchers' first-citation-speed-index obtained by the new algorithm is better than by the algorithm for di- rectly referencing to journal evaluation in discriminative sensibility and accuracy.
