摘要
针对国网陕西省电力公司投资管理中存在的各类问题和不足,深入分析各项投资管理业务。以业务流、信息流和指标流为基本管控元素,构建以"投资金业务链管控为基础、投资执行监督评价为手段、投资结构优化决策为支撑"的"三控合一"投资全过程管控体系,实现投资结构优化,改善投资需求与投资能力不匹配的问题。
In the light of the problems and weakness of investment management in State Grid Shaanxi Electric Power Company,every business of investment management is analyzed deeply.By taking server flow,information flow and index flow as basic control element,Three Control in One investment management and control system is built,with full-service chain of investment control as the foundation,supervision evaluation of investment implement as the measure,and optimization decision of investment structure as the support,to realize the investment structure optimization,and solve the mismatching problem of investment demand and investment capacity.
