海绵城市理论及其在中国城市的应用意义和途径 被引量:28

摘要 城市是人类文明集大成的产物,也是自然属性和社会属性的复含生态系统,这两大属性的平衡协调发展才能造就稳定且具有韧性的城市系统。反观现今中国城市发展,普遍面临自然属性弱化甚至丧失等问题,如自然系统占用破坏、破碎化而至功能减退、地面硬质化等,由此直接导致中国城市普遍的水资源不平衡问题,如城市内涝、干旱等。随着由低影响开发理论引申而来的且关注城市水平衡的海绵城市建设理念形成,中国城市建设也开始关注海绵城市,但其建设并非"一朝一夕"可促成,也不是"一劳永逸"的集中建设可以成就,它是一项系统性和长期性的工作。本文针对中国不同气候区域特点和现行城市特点,阐述了海绵城市创建对于中国城市发展的意义,并针对目前"干城一式"的海绵城市建设模式提出异议,并根据各城市的地域气候特征的差异,提出中国不同区域城市创建海绵城市的途径。 The city is the human culture crystallization, which is a compound ecosystem with natural attributes and social attributes. And only the coordinated development of the two attributes could create a stable and resilient urban system. Nowadays, the development of Chinese cities, generally face the issues of natural attribute weakening and even losing, such as natural system occupancy, fragmentation and functional decline, hardening of underlying surface, which directly led to the imbalance of water resources in Chinese cities, such as urban water logging, drought and so on. With the formation of "eco- sponge city" construction ideas that have been expanded by Low Impact Development theory, China's urban construction has also begun to focus on and put into practice. But "eco-sponge city" is not one day building; it is a systematic and long-term work. In this paper, the formation and connotation of"eco-sponge city" theory was put into deep analysis, and the significance of "eco-sponge city" construction for the development of Chinese cities was explained. In view of the current same "eco-sponge city" construction model, the different patterns were proposed according to different climatic characteristics of different Chinese cities.
