摘要
近20年来,漳河灌区节水改造工程成效显著,全面系统地评价灌区节水改造效果可为提高灌区管理水平及用水效率提供科学依据。基于漳河灌区2000-2013年的工程建设及运行数据,选择灌区的作物种植、节水效益、运行管理及经济效益4个要素的11项评价指标,利用改进熵值法评价灌区节水改造综合效益。评价结果表明,灌区在多年节水改造作用下,综合效益在前11年处于上升阶段,后3年处于下降阶段。通过比较灌区综合评价排序与准则层评价排序,得到灌区综合效益的主控因素为作物种植结构、节水效益、经济效益。
During the last 20 years, water-saving reform of Zhanghe Irrigation District has achieved remarkable results, comprehensive and systematic evaluation of water-saving reform of irrigation district can provide a scientific basis for the management of irrigation area and the improvement of water use efficiency. Based on the 2000-2013 project construction and operation data of Zhanghe Irriga- tion District, choosing the evaluation indicator system constructed with 4 parameters for crop cuhivation, water conservation, man- agement and benefit, this paper uses the improved entropy method to evaluate the comprehensive benefit of water-saving reform of ir rigation district. Evaluation results show that the comprehensive benefit is in the rising stage in the first 11 years and in a declining stage after 3 years under the function of water-saving reform of irrigation. Finally, it is discovered that the main factors affecting the ranks of the comprehensive benefit of water-saving reform of irrigation district are crop cultivation, water conservation, benefit by comparing the ranks of evaluation.
