摘要
当前,随着工业化、城镇化进程的推进以及农业节水技术的发展,我国农业水资源利用比重出现了下降的趋势,部分农业用水已开始向非农方向转移,这在一定程度上缓解了部分地区用水矛盾。农业用水非农化利用过程中,必然会影响原有用水主体的相关利益。为了实现农业用水非农化的长效利用,要求建立健全农业用水非农化价值补偿机制。在系统分析的基础上将农业用水价值损失划分为经济价值损失、社会价值损失以及生态保护价值损失,通过建立价值损失评估模型,给出了价值损失额度的计算公式。探讨了价值补偿的主客体以及构建了价值补偿机制,最后提出构建农业水资源非农化价值补偿机制的政策建议和措施,以期为我国农业用水非农化价值补偿机制的成功构建提供合理借鉴。
With the development of industrialization and urbanization, the proportion of agricultural water resources utilization has declined, some agricultural water has begun to shift to the non-farm, which partly alleviates the contradiction of water supply. In the process of non-agricultural use of agricultural water, related interests of Initial water resource users will be influenced. In order to a- chieve sustainable utilization of agricultural water, should to establish agricultural water conversion value compensation mechanism. On the basis of the system analysis, agricultural water value loss is divided into economic, social and ecological protection value loss. Then we establish value loss assessment model and give the calculation formula of value loss, discusses the subject and object of value compensation and the construction of the value compensation mechanism. In the finally, put forward some policy suggestions for the construction of value compensation mechanism of agricultural water in non-agriculture industries in our country.
