摘要
近年来,随着城镇化的推进,进城落户农民土地承包权、宅基地使用权、集体收益分配权"三权"转让问题日益成为农村改革的一个重点。本文首先对重庆梁平、浙江乐清和宁夏平罗等试点地区的"三权"转让的典型做法进行梳理,进而总结"三权"转让改革试点的基本经验与存在问题,最后在对"三权"转让若干问题理论思考的基础上,提出相关政策建议。
How to deal with the migrated farmers' three land property rights, which refers to the farmer's land contract right, homestead land use right and the collective dividend claim right, is an emerging hot topic of rural reform in the rapid process of ur- banization of China in recent years. Firstly, this paper reviews the operational practices from Liangping county in Chongqing Municipality, Yueqing county in Zhejiang Province and Pingluo county in Ningxia Autonomous Region. Secondly, the experiences and lessons learned are summarized by carefully analyzed. Finally, some policy recommendations on three land property rights are proposed based on the theoretical analysis and practice applicable.
