摘要
根据中国铁路总公司关于机车乘务员超劳的规定,通过分析郑州铁路局繁忙干线区段机车乘务员超劳的影响因素,提出优化机车乘务员作业程序、加强运输组织、繁忙干线区段实行双班单司机值乘、建立局间分界口畅通机制、科学安排施工计划、提高行车设备质量、加强自然灾害预警工作、加强机车乘务员超劳责任分析等对策,防止机车乘务员超劳,确保铁路运输生产安全。
According to relative rules of locomotive trainman over-working by China Railway, through analyzing the influence factors of the over-working in busy main line section of Zhengzhou Railway Administration, this paper puts forward corresponding countermeasures such as optimizing locomotive trainman＇s operation procedure, strengthening transportation organization, implementing double-shift single-driver duty system in busy main line section, establishing boundary smoothness mechanism between administrations, scientifically arranging construction scheme, increasing quality of train operation equipment, strengthening early warning works of natural disaster and enhancing responsibility analysis on locomotive trainman over-working, all of these prevent the over-working and ensure production safety of railway transportation.
