摘要
为适应社会主义市场经济体制的逐步完善、探索建立适合经济社会发展的医疗机构分类管理体制,本研究在公共产品理论的基础上,结合医疗机构的功能定位、公益性程度、出资主体、财务运行管理方式、收益处置方式,是否承担医学教学、人才培养、科研、公共卫生服务等相关因素,提出建立公益型公立医疗机构、准公益型公立医疗机构、经营型公立医疗机构、社会办营利性医疗机构和社会办非营利性医疗机构的分类发展新体制,并建立相应的配套政策,为深化医药卫生体制改革提出决策咨询建议。
To adapt the gradual improvement of socialist market economic system, and explore the management system of medical institution classification suitable for economic and social development, a new medical institution classification system was put forward, which was based on the theory of public goods, and combined with the relevant factors, such as function orientation, de- gree of public welfare, funding provider, financial operation and management mode, earnings disposal mode and services. The new medical institution classification system includes public welfare-oriented, semi-public welfare-oriented, business-oriented, private business-oriented, and non-profit medical institutions, and corresponding policies.
