摘要
进入21世纪,黑龙江省社会保障建设步伐明显加快,覆盖城乡的社会保障制度体系初步建立,社会保障覆盖面逐渐扩大,社会保障水平逐年提高。黑龙江省社会保障发展存在的问题主要表现在,企业养老保险基金收支缺口连年增加,部分项目保障水平较低,社会保障项目统筹级别低,社会保障城乡差别、地区差别依然存在,个体、小微企业参加各项社会保险的比率偏低,社会保障管理上仍存在条块分割现象。发展黑龙江省的社会保障,应做好养老保险全国统筹的准备工作,建立财政补贴的持续稳定机制,推进全民参保登记计划,提高社会保险的统筹层次,适当提高城乡居民养老保险水平,适度延长社会保险缴费年限。
The 21st century, heilongjiang province, the significantly speed up the construction of social security system covering urban and rural so- cial security system was established, the social security coverage expanded gradually, increasing the level of social security. The existing problems in the development of social security in heilongjiang province is mainly embodied in that enterprise endowment insurance fund income gap in succes- sive years increases, the low level of part of the project security, social security project as a whole level is low, the social security of urban and rural differences, regional differences still exist, individuals, small micro enterprises to participate in various social insurance is low, the ratio of the so- cial security management on regional segmentation phenomenon still exist. Development of heilongjiang province social security, should to be prepared for the national endowment insurance plan as a whole, establish a stable mechanism of fiscal subsidies, promote universal coverage to register project, improve the overall level of social insurance, appropriately raise the level of urban and rural residents endowment insurance, moderate ex- tend social insurance capture to expend fixed number of year.
