摘要
回顾实施七天便暂缓的重庆医疗服务项目价格改革,通过文献研究的方法分析此次以调增医疗服务项目价格、调减设备检查和检验类项目价格为内容的医疗改革,分析出改革暂缓的原因是忽视公众权益、各项改革准备不足。总结出此次医改造成的不利社会影响有政府公信力和执行力遭到质疑、增加医疗行业的负担、降低公众对医改的支持度,总结出医疗改革需要把握方向、重视医保支付衔接、保障公众权益等经验教训,以启示后续的医改探索,从而更好地推进医改的进行。
To review the seven-days implement of price reform in Chongqing medical services, this article analyzed the content of this reform through literature review. The increased price of medical service items, decreased price of medical examination and medical laboratory were discussed. The reasons for cancelling of the policy could be concluded as lacking of enough attentions to public rights and improper preparation of the reform. The bad effects were rising the publics questioning of the credibility and policy enforcement of the government, increasing the medical burden and decreasing of the public＇ s supports to medical reforms. A few suggestions for future medical reform were given, which included grasping the right directions, valuing medical paid cohesion and protecting the public rights.
