摘要
在国家加速推进高标准基本农田建设的背景下,农村土地承包经营权流转是土地资源优化配置的首要途径,两者之间存在显著的互相促进关系:土地承包经营权流转是高标准基本农田建设的内在需求,而高标准基本农田建设是促进土地承包经营权流转的外部驱动力。文章通过分析两者间现有框架下的一些问题,提出土地确权、健全土地流转市场、正确处置两者关系、政府不同部门联动等解决方案,构建高标准基本农田建设与土地承包经营权流转的结合机制。
Under the condition of promoting the construction of the high-standard basic farmland by China, the primary way to optimal allocate land resources is the contract-management right of rural land circulation. The contract-management right of rural land circulation and the construction of the high-standard basic farmland have promoted mutually with significance： the previous is the internal demand of the latter whereas the latter is the external driving force of the previous. This study projects solutions of approving land-right, regulating land circulation-market, building appropriate relationship, and team working between different government departments by analyzing existing problems of present framework to construct the combined mechanism of the high-standard basic farmland and the contract-management right of rural land circulation.
