摘要
经过对CERS校际互通项目高校的84项优秀大型仪器开放共享制度的分析比较,归纳总结出高校仪器设备开放共享制度的两级要素结构,该结构包含4个一级要素和13个二级要素,4个一级要素分别是体系建设、运行管理、收费与分配、考核与奖惩。进一步分析表明:不少高校在制度层面上对一级要素中的"运行管理"重视不够,因此对入选制度中涉及"运行管理"方面的制度条文进行了详细的分析总结,提出加强运行管理的制度措施。
By carefully analyzing 84 excellent regulations about valuable instruments' opening and sharing in colleges and universities taking on CERS'projects,a two-stage structure of the regulations is proposed,which includes 4 first-stage elements and 13 second-stage elements.And the first-stage elements are system construction,operations management,charging and distribution,and assessment,reward and punishment respectively.Moreover,it is found that the first-stage element of"operations management"is not paid enough attention in colleges and universities at least from the viewpoint of regulations.Therefore,the items about"operations management"in the 84 excellent regulations are summarized further more.
