摘要
在国家调整产业结构和发展战略性新兴产业的背景下,传统煤炭产业高排放、高污染和低效率的发展模式必须做出极大的变革。本文以煤炭洁净转化产业在保障国家能源安全和促动煤炭产业整体前行方面所具备的发展潜力为基础,探讨以新能源、新材料和节能环保三个产业作为主导耦合产业,以高端装备制造、新一代信息技术和生物三个产业作为辅助耦合产业,以煤基多联产作为产业示范的煤炭洁净转化产业与战略性新兴产业耦合发展机制,并以六类战略性新兴产业的发展导向为依托,提出具体的技术耦合路径和配套政策建议。
The traditional high emissions,high pollution and low efficiency development model of coal industry must be made changed greatly under the background of industrial restructure and developing strategic emerging industries in China. The paper discussed the coupling development path of coal clean conversion industry and strategic emerging industry which was based on analyzing the potential development value of coal clean conversion industry which national energy security could be protected and overall strength of coal industry could be promoted simultaneously, and meanwhile, the paper took new energy,new materials and energy saving and environmental protection three industries as dominant coupling industry, took advanced equipment manufacturing, new generation of information technology and biology as assistant coupling industry,took coal polygeneration as demonstration industry. Finally, the paper proposed detailed technology development path and policy recommendations which were all relying on technology oriented of the six kinds of strategic emerging industries.
