摘要
采用扎根理论方法,通过文本分析与深度访谈收集资料,并借助Nvivo 10软件对资料进行编码,得出PPP项目中私人部门公平感知的结构维度,其中副核心范畴包括分配公平、程序公平、互动公平;在此基础上,通过对比分析实践情况与研究结果,得出PPP项目中私人部门公平感知的概念模型;最后,基于研究结果对PPP项目中政府部门提供以下管理启示,1严格按照合同规定的程序履行以避免行政干预与责任推诿,2保证初始合同的公平性以及再谈判过程中初始合同的参照效应,3强化契约精神、转变传统观念以及与社会资本或项目公司建立平等伙伴关系。
Data collected through document analysis and qualitative interviews were coded using the software of Nvivo 10. Dimensions of perceived justice of the private in PPP projects were explored based on grounded theory. Three sub - core categories were found, including distribution justice, procedural justice and interactive justice. Furthermore, the conceptu- al model of perceived justice of the private in PPP projects was presented by comparing practice with research results and analyzing their relations and differences. Finally, management suggestions given to the public based on conclusion above are as follows: ①he obligation should be fulfilled in accordance with the contract strictly in order to prevent government intervening PPP projects and shirking responsibility; ②The initial contract should be fair and serve as a reference point during every renegotiation ; ③The spirit of contract should be strengthened ; thought should be transformed and the relation- ship with the private should be established equally.
