摘要
明确各类停车设施的经济属性,是解决目前停车规划实施难的战略性政策研究。针对传统停车规划中停车经济属性不明晰的问题,基于经济学的角度分别研究了建筑物配建停车场、城市公共停车场和路内停车位的经济属性。提出配建停车和路内停车设施具有公共产品和准公共产品属性,而城市公共停车设施偏向私人产品范畴,具有商品的属性。因此应确立以市场化、企业为主的原则推进城市公共停车场的发展。在此基础上,针对城市公共停车设施的产业化发展提出政策建议,提出从政府主导的发展模式转向市场为主体的产业化发展路径,强调停车的土地出让政策、收费政策以及后续的建设政策都应围绕其经济属性制定。
To solve the implementation problems existed between parking planning and actual construc-tion, it is necessary to identify the business character of different parking facilities. Aiming at the vague-ness of the business character in traditional parking planning, this paper discusses the business models for parking facilities associated with buildings, urban public parking lots, and on-street parking respectively. The paper points out that parking spaces associated with buildings and on-street parking facilities are pub-lic and quasi-public services, while urban parking facilities are more like private services with commercial business characters. Therefore, it is necessary to develop urban parking system based on both market and enterprise-oriented models. The paper provides policy suggestions on the industrialization of urban public parking facilities, stresses the importance of transforming parking industrialization from government con-trol to market-oriented development, and emphasizes that the policies concerning parking, land leasing, fee structure and construction should be made by the corresponding business models.
