摘要
迄今为止,我国尚未制定一项针对乡村分散污水处理设施的国家排放标准,乡村污水处理设施只能暂时执行地方性的排放标准或套用城镇污水排放标准,但这些标准存在差异性大、适用性差、使用效果不佳等问题。参考国内城镇及美国、日本、欧盟在污水处理(特别是分散污水处理)排放标准制定方面的经验,并结合我国乡村地区的环境需求和经济技术水平,提出我国乡村分散污水排放标准制定的设想:在国家层面制定统一的指导性规范,各地依照规范因地制宜制定地方性的排放标准;合理选择污染物控制指标;基于污水处理技术和水环境质量标准确定排放限值。
So far, China has not yet developed a national emission standard for rural decentralized wastewater treatment facilities. Rural sewage treatment facilities can only temporarily executive local emission standards or urban sewage discharge standards. But there are some problems with these standards, such as big difference, poor applicability and performance. Reference to domestic cities and the United States, Japan, the European Union’s experience of making sewage treatment （especially decentralized wastewater treatment） emissions standards, combined with the environmental requirements and economic and technological level of China＂s rural areas, some ideas about making rural decentralized wastewater emission standards are proposed： states enact some guide specifications, and than locals develop emission standards with its conditions in accordance with these specifications; selecting pollutant control targets resonably; and determining emission limits based on sewage treatment technology and water quality standards.
