摘要
以政府单一主体的突发事件应对和应急管理模式已不能适应我国进入风险社会的情境,动员和培育社会组织参与突发事件治理是构建风险防控体系,满足人们公共安全需求的新方式。鉴于我国社会组织发展刚刚起步,还存在诸多问题和困境,需要政府的介入和培育。培育应采取区别化原则,可根据应急管理的生命周期和突发事件演化阶段,有针对性地培育和发展类型多样的社会组织,以实现资源、事务和组织之间最匹配的治理目标。
The way of responding to emergency events and the model of emergency management which only leaded by government are inadaptable for China since it has been a risk society. Mobilizing and guiding the social organization to take part in the response of emergency that is a new way to establish the system of risk prevention and control, and that is also a new way to meet the need of public security. However, the social organization in China has not been well developed; there are many problem and dilemma that need guidance and interference by the government. Social organization's cultivation should obey the principal of differentiation, and it can be diversiform developed according to life cycle and evolutionary process of emergency management. And it can realize the goal in emergency management which can balance resources, mission and social organization.
