摘要
社区是社会细胞,安全是基本需求。作为人类城市规划经验的传承,街区制广泛存在于世界各国城市建设中,代表着社区未来发展方向。就我国而言,推行街区制势必改变社区治理环境,推动社区治理政策和方式变革,考验城市社区公共安全。为此,应全面分析街区制对社区公共安全形势的影响,从强化社区治安防范、提升社区应急能力和提高居民公共安全素质等方面加强城市社区治理,以应对街区制给公共安全带来的新挑战。
The community is the social cell with its basic demands for security. As the experience heritage of the human urban planning, the block system has widely existed in the city construction around the world, representing the future development direction of the community. As far as China is concerned, the implementation of the block system will undoubtedly change the environment of the community governance, promote the transformation of the community governance policies and ways, and test the public safety governance of the urban community. Therefore, it is necessary to make a comprehensive analysis of the influence of the block system on the commu- nity public security situation. Besides, in strengthening the community public security prevention, elevating the community emergency response ability, improving the residents＇ public security quality and so on, and the urban community governance should be tightened in order to deal with the new challenges caused by the block system on the public safety.
