摘要
在国际能源格局不断变化的情况下,中俄积极开展石油合作是互利共赢的选择。虽然双方在解决石油贸易议价问题上已取得实质性进展,但仍存在石油定价地位不平等、石油定价协商困难、俄罗斯政府信誉度较低等问题。目前,尽快调整中俄两国石油合作议价方式,实现双边石油合作的互利共赢是中国面临的主要问题。从中方角度来说,政府应从加强与俄罗斯的经济关联性、支持中俄石油企业一体化合作等方面不断完善中俄石油合作价格机制,以深化中俄石油合作,保障中国能源安全。
Under the changing of international energy structure, carry out oil cooperation actively is a win -win choice between China and Russia. Although the trade has made substantial progress, but there are still existing problems, such as oil pricing status is not equal, oil pricing negotiation is difficulty, Russian government＇s reputation degree is low. At present, adjust the oil cooperation bargaining mode as soon as possible is the main problem that faced by China. From the Chinese point of view, the government should strengthen the economic relevance between Russia and China, supports petroleum enterprise integration and cooperation and improve Sino -Russian cooperation in the oil price mechanism,to improve the level of oil cooperation between China and Russia and safeguard China＇s energy security.
