摘要
农村土地资产市场的创建和完善是我国土地制度改革的关键所在,也是建立城乡统一的建设用地市场的重要突破口。从分析美国土地发展权制度出发,对照我国农地市场化改造现存的几大主要矛盾进行着重阐述,为我国农村土地资产市场提出政策建议:配置土地发展权,完善农村土地资产市场的产权制度基础;转换政府角色,创新土地管理机制良性推进制度变迁;重构地价评估,健全农地资产评估制度及增值收益分配制度;建立土地中介,完善农地资产市场的中介金融服务。
The construction and perfection of rural land asset market is the key to the reform of China's land system as well as an important breakthrough to the establishment of a unified urban and rural construction land market.An analysis of American land development right system and the major problems in marketization of China's farmland indicates that rural land asset market may be perfected by allocating land development rights,perfecting property right system,converting the government role,innovating land management mechanism to promote a benign system change,reconstructing land price evaluation,strengthening rural land assessment system,establishing land increment benefit distribution system,establishing land intermediary agents and improving intermediary financial services.
