摘要
通过对重庆市发展新区的调研发现,在西部新型城镇化过程中,大城市房地产商在竞拍土地不成后,把触角伸向中小城市,于是中小城市招商引资引来的是房地产业,并不是一心谋发展的劳动密集型工业,它们仅想利用西部优惠政策为自身谋利,并未服务地方经济。这就导致我国西部中小城市在实现工业化的同时并未实现城市化。西部中小城市应以自立自强为主,依靠大城市的辐射和带动来大力发展中小企业和第三产业;对于西部中小企业存在诸如比较集中的融资难、研发力量薄弱和布局分散等问题,应采取中小企业联合担保机制、专家库及孵化器的对策。
Investigating the development of the New Development Zone in Chongqing, the study finds out that in the new urbanization process in the west of China, real estate developers turn to small and medium-sized cities as the bidding for lands in large cities is not suc- cessful. For the small and medium-sized cities, the investment promotion attracts the real estate industry instead of the labor-intensive industry seeking for development. What the real estate industry wants is to take the advantage of the preferential policy for the west for making profit, rather than serving the local economy. As a result, urbanization of small and medium-sized cities in the west has not been realized, when the industrialization process goes well. The small and medium-sized cities should depend on themselves to develop SMEs and the tertiary industry with the help of radiation and motivation of large cities. For SMEs in the west, strategies are proposed for the fi- nancial difficulties, weak research capacity and dispersed layout, including joint mortgage system, expert database, and incubator.
