摘要
[目的/意义]电子政务不仅仅是一场公共管理领域的技术革命,而且还意味着深层次的行政文化的转变,研究电子政务的文化诉求有利于正确把脉电子政务发展中存在的问题。[方法/过程]依据政府管理的基本理论,从法治文化、效率文化、服务文化三个方面论证了行政文化的内涵,并对电子政务的文化诉求与传统行政文化之间冲突进行了分析。[结果/结论]针对电子政务发展存在的现实文化冲突下,需要重构行政文化来发挥电子政务的潜能。在完善法律框架、优化政府流程、转变行政价值观方面提出了自己的建议,这些建议将为政府部门的电子政务实践提供理论的依据。
[ Purpose/Significance ] E-government is not only a technological revolution in the field of public administration, but also a profound change of administrative culture. The study on the cultural demands of e-government is conducive to correctly identify the prob- lems existing in the development of e-government. [ Method/Process] Based on the basic theory of government management, the study demonstrates the connotation of administrative culture from the rule of law culture, the efficiency culture and the service culture. And the conflicts between the cultural appeals of e-government and the traditional administrative culture are analyzed. [ Result/Conclusion ] In view of the reality culture conflicts that exist in the development of e-government, the reconstruction of administrative culture is needed to bring the potential of e-government into full play. Some suggestions are put forward on improving the legal framework, optimizing the govern- ment process and transforming the administrative values, which will provide a theoretical basis for the e-government practice.
