摘要
广西城镇化与农业现代化同步发展对于广西经济发展具有决定性作用。在现阶段,广西的城镇化主要体现为城镇规模不断扩大,空间结构不断优化;城镇综合承载力不断增强,人居环境明显改善;城镇发展配套改革有序推进,管理水平稳步提升。农业现代化则体现为农业科技进步成效显著;农业产业化发展壮大;农业机械化发展取得新成效。然而,广西城镇化与农业现代化协同发展仍然受经济总量小,发展动力不足;体制机制缺陷;政府规划引导之后,管理与服务能力跟不上;农民进城成本高,生存条件艰难;地形地貌复杂,农业机械化发展受到限制等方面的制约。因此,广西应提升"两化"协调发展的内生动力,解决"两化"协调发展体制机制障碍;发展规划引领"两化"协调发展的作用,理清政府扶持"两化"协调发展工作重点。
The simultaneous development of urbanization and agricultural modernization in Guangxi has a decisive effect on the economic development of Guangxi. At the present stage, the urbanization in Guangxi mainly shows the following aspects： continual expansion of urban scale; better optimization of space structure; significant improvement of living environment; coordinated reform of urban development in an orderly way, steady onward of management. Agricultural modernization is reflected in the following aspects： remarkable achievement of agricultural science and technology; the development of agricultural industrialization and growth; the expansion of agricultural industrialization and new progress of agricultural mechanization. In spite of all these achievements, coordinated development of urbanization and agricultural modernization in Guangxi is still confined to the following factors： small-scale economic output, lack of development impetus; institutional defect, delayed management and service capacity; high cost of farmers flocking into cities, difficult living conditions;complex terrain, restriction of the development of agricultural mechanization. To this end, Guangxi should enhance the internal driven-force for the coordinated development of urbanization and agricultural modernization, remove the obstacle of coordinated development system mechanism, and play the role of government in supporting the coordinated development of ＂the two＂.
